About the QCC Consortium

The Quality Counts California Consortium is a continuation of the work done under the federal Race to the Top–Early Learning Challenge (RTT–ELC) grant. The RTT–ELC grant charged regional leadership consortia with incorporating a locally driven quality rating and improvement system (QRIS) to improve the quality of early learning programs throughout the state.

As California’s RTT–ELC grant transitioned into Quality Counts California, the Consortium grew to include representatives from all counties and regions implementing a QRIS.

The Quality Counts California Consortium is supported by the State Support Team, which includes staff from the California Department of Education, Early Learning  and Care Division, and First 5 California. Since 2016, the Consortium has been addressing issues pertaining to the implementation of QRIS, training and technical assistance infrastructure, and strategies for messaging the value of high-quality early learning and care to families and the public.

On the Consortium Members dashboard, you can find links to documents related to upcoming and previous Consortium meetings (e.g., agendas, PowerPoint slides), the QRIS Rating Matrix, the Continuous Quality Improvement Pathways document, the Consortia Implementation Guide, QRIS evaluation notices, and other relevant resources.
