QRIS :: Stanislaus STARS for Quality
Stanislaus County’s voluntary Quality Rating and Improvement System (QRIS) (Stanislaus STARS for Quality) serves programs in Stanislaus County and is administered by the Stanislaus County Office of Education and the Child Development Training Consortium – Yosemite Community College District. Since July 1, 2014, more than 100 QRIS/Quality Improvement System (QIS) sites have been rated and/or receive support to improve quality care. The Stanislaus STARS for Quality QRIS has five tier levels and measures several elements of program quality, including (1) Child Development and School Readiness, (2) Teachers and Teaching, and (3) Program and Environment. California State Preschool Programs, Infant and Toddler Programs, and State-Based Migrant Center-Based Programs, all funded solely or in part by contracts with the California Department of Education, may be eligible to receive monthly coaching, resources, materials, training, and specialized professional development. Monetary stipends are offered based on the tier level earned by participating sites. First 5 IMPACT participating sites receive coaching, resources, materials, training, and professional development at all levels. At this time, monetary stipends are not available.

Process to Outreach/Onboard Programs and Providers
Outreach is conducted through community events, flyer distribution, and website postings. Interested parties are then invited to attend an orientation for further information. After attending orientation, participants are invited to complete an application and indicate their preferred level of involvement.
Quality Improvement Program Support Strategies
Quality improvement is offered through various professional development activities, professional growth advising, and monthly coaching, depending on the program’s desired level of involvement.
Local Approach to Offering Financial Incentives and Stipends
Incentives (often items under $40) are provided at various times during the year, while the Block Grants (cash) or Tier Awards (incentives larger than $100) are offered at the end of each program year.
