County Program Profile: San Luis Obispo

The QCC County Program Profile provides county data from the Common Data File (CDF) and the Annual Progress Report (APR). For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: Quality Counts San Luis Obispo County

San Luis Obispo County’s voluntary Quality Rating and Improvement System (QRIS), Quality Counts, serves programs in San Luis Obispo County and is administered by our Local Child Care Planning Council. Since 2014, more than 70 QRIS/Quality Improvement System (QIS) sites have been rated and/or received support to improve quality. Quality Counts has three core quality standards, and measures the elements of program quality of:

  1. Child Development and School Readiness
  2. Teachers and Teaching
  3. Program and Environment

Programs fully enrolled in Quality Counts may be eligible to receive free coaching, program materials, professional development trainings, and much more.

Process to Outreach/Onboard Programs and Providers

Outreach efforts include word-of-mouth referrals from current Quality Counts participants and email and postcard distributions of open enrollment in partnership with the local resource and referral agency to all licensed programs (center-based and family child care homes).

Quality Improvement Program Support Strategies

Strategies include in-person and virtual coaching, traditional trainings, pocket/on-site trainings, professional learning communities, and provision of resources and materials.

Local Approach to Offering Financial Incentives and Stipends

Our stipend program is aligned through AB 212, QCC QRIS Block Grant, and IMPACT. There is one application process for programs and funding streams. Participants have the option to earn a $500 stipend for completing 21 hours of professional development, a $700 stipend for completing 3 Early Childhood Education (ECE) units, or a $1,200 stipend for completing 6+ ECE units.
