QRIS :: Plumas STARS
Plumas County’s voluntary Quality Rating and Improvement System (QRIS), Plumas STARS, serves early care and education programs throughout the county and is funded by First 5 Plumas and First 5 California and implemented by Plumas Rural Services. Plumas STARS provides resources and support in several elements of program quality including:
- Child Development and School Readiness
- Teachers and Teaching
- Programs and Environments
Eligible programs serving children birth to 5 may include state-funded and private center-based programs, family child care, Early Head Start/Head Start, Title 1 preschool programs, alternative sites serving young children, and family, friend, and neighbor (FFN) providers. Participating programs may be eligible to receive support and resources (including coaching and technical assistance), no-cost materials and supplies, free workshops and trainings, and recognition from families, peers, and community members for providing a high-quality program.

Process to Outreach/Onboard Programs and Providers
The program manager for IMPACT works closely with the local resource and referral (R&R) coordinator. The R&R disseminates our brochure to potential friend, family, and neighbor (FFN) providers and family child care providers, and it is also included in their provider newsletter. The Child Care Payment Program also disseminates our brochure to FFN providers that they work with. Information is shared at workshops and trainings. Most outreach is done by phone call and individual visits to learn about them and their program and how we can support them.
Quality Improvement Program Support Strategies
We provide technical assistance, coaching/mentoring support, trainings, and professional growth advising. Much of our supports have been around strengthening families, environments, and teacher-child interactions.
Local Approach to Offering Financial Incentives and Stipends
The incentive amounts are set based on the step level of participation. Quality improvement plans are created at all step levels. Participants are encouraged to participate in AB 212 and CDTC.
